Consent Assistance/New Water/Wastewater/Stormwater Required for Garage Build

I am about to build a 6m x 10.2m garage on my property. The garage will house my laundry so needs both water and wastewater run to it and I would like to future proof it in case I want to install a bathroom into the sleepout at a future date. It will also require drainlaying for stormwater. I require assistance with submitting the building consent as council has come back to me requiring further information of which I am unsure how to proceed.
