Hot Water Cylinder Overflow Value seems to be always on

Hi, we have finally decided to have this looked into. For a while now the overflow pipe from the hot water cylinder has been having water coming out of it, I never thought it was a lot of water until today I put that orange pipe over it to divert the water from the soil onto the cement and then realised it's almost a constant slow flow of water coming from it. I have tried turning the HWC off for 5 minutes and the water continues to drip/slow flow. So if you're available we would like to get this looked into and sorted if possible. Thanks
