Storm water drains draining very slow

expensive drain camera guy told me we are NOT connectED to council storm water and our drains are draining to sumps. He found 3 problems I'd like to repair before a major dig & redoing the sumps 1 a broken pipe that he couldn't explore past (so want to fix that and explore where that connects to) 2 when some britespark installed a sump and drain for a retaining wall they blocked the under concrete stormwater connection so small area of concrete needs to be lifted (area the landscaper installed) reconnect the stormwater and repair concrete... 3 grated trap at the bottom of the drive is blocked and & concrete crumbling.
