Installation of Submeter / Separate Water Meter

I would like to rent out upstairs and garage/laundry (downstairs) then keep the downstairs studio (with separate access) for occasional use (but not living in). Therefore I need a submeter or separate meter installed to keep track of the tenant’s and my usage of water (the cheapest option possible as I am on tight budget). Thank you.
