The cistern wont fill with water everytime. It will fill sometimes, and not at all the rest of the time. Sometimes it will fix itself after a few minutes and sometimes it will sit empty for days. I always have to open the top and push that white plastic lever bit down to make it fill back up. It probably needs a valve replaced.
