Stormwater drains need clearing

The drains servicing the down pipes from the guttering on the house and garage seem to be blocked. One is visibly failing to drain, and I suspect that the others are also affected. Recent heavy rain resulted in a 3" puddle across the front lawn making access to the front door impossible without wet feet. There was also significant standing water around the rear of the property. I'd like to get this done without delay. Most of the down pipes terminate in concrete bases, but one certainly is accessible, and a second may also be with minimal effort.
