Shower has no cold water

I have a shower that runs only hot water. I have had a plumber into inspect and he concluded that it was either a bigger problem with the mixer or something... or it could be as simple as a loose or turned off connection under the house for the shower. To get under the house is a pretty tight fit and very dark and not a job for two single mums flatting together. Just really need someone to go under there and have a look at all the connections to see if it's a easy ish fix.
