Repair bathroom and toilet

Our bathroom floor is very weak (feels as if someone is going to fall through the floor soon!) where we no longer use the bathroom sink. This is the same with the toilet floor. There is a leak somewhere by the sink. I'm not sure of what needs to happen first, whether its a plumber or a builder? i don't have any idea on price expectations but this is a necessity to fix in our household. I need quotes asap please with a view to get fixed over February.
