Install toilet in existing outhouse

I have an outhouse laundry where I would like to also have a toilet installed. The outhouse was built against the house (see photos). The toilet space is where the chest freezer currently is. This is only an enquiry at this stage - trying to find out what is involved (do I need building consent etc) and approx cost of project
