Hot Water Cylinder Plumbing issue

We have been experiencing high electricity usage for the last 3 weeks (double the amount of usage that we used to have until 3-4 weeks back). We got an electrician to come and have a look and he changed the thermostat of the hot water cylinder saying that it was not working and constantly heating the water. Even after changing the thermostat last week, we haven't noticed any decrease in the electricity usage since now. We saw yesterday the overflow pipe on the roof of the house was overflowing water so have spoken to the electrician again, who reckons it may be that pressure reducing valve of the hot water cylinder needs to be changed. I also noticed some water sitting on top surface of the hot water cylinder so i think there is some water leakage too. Need a plumber to come and have a look and provide free no obligation quote. I am based in Papatoetoe.
