laying flexable drain hoseand pipeing under footpath

i have 29mtr open drain beside house ,i have had council inspect,and now wish to place 150mm flexable pipe to drain water away ,it then needs small plastic cesspit connected and galvanised pipe installed under footpath ,this would require 1.5 mtrs of footpath cut out and replaced ,,my intention is to fill drain trench with gravel after flexable hose layed ,.looking for quotes for this work ,i understand a permit may need to be applied to cut footpath
