Replace mains water pipe

The existing water mains pipe is buried under the cobblestone driveway, and there have been constant problems with it breaking. We suspect it's because the pipe is not deep enough, and when the driveway moves (being cobblestone), there is movement around the pipe. Would like to look at replacing the mains water pipe, either buried or exposed in the garden, next to the driveway. The distance from the water meter to the house is around 150m.
