Section drainage for new residential property

We have a problem with drainage in certain parts of our section after very heavy rain. The section is relatively small and part of a new house that was completed in July 2017. The developers put in 3 sumps in order to help with the problem, but it is not a complete fix in very wet weather. We think that we will need to install some field drains in order to channel water away more effectively.
