Hot water problem

The Temperature Limiting Valve is adjusted to the hottest setting. However, to get a steady flow of hot water, it's necessary to turn the hot water taps fully on, then slowly adjust the temperature control levers (on the tap) to get the desired water temperature. If this procedure isn't followed, the water at the tap comes out cold
