Stormwater blockage

We appear to have a blockage in our stormwaterline. We have underhouse rainwater storage which the overflow feeds into an overflow and down into 90mm stormline pipe which then dives down. At the junction of the overflow to pipe it is backing up and overflowing. I think some flow is getting through but could simply be the water escaping from the overflow to stormline pipe joint. Video and photos below. Access is easy. Ideally we would like to check the rest of the downspouts also if possible as we have just moved in and would like piece of mind.
