Block off two taps, plumb cold water for tub

We have two laundry taps as shown in the pictures which we want blocked off flush with the wallboards. Also want one cold water supply taken from under the house through floor to new laundry tub (hot already done). Cold supply will most likely come from metal pipe directly underfloor, potentially from previously removed taps.
