Pipe leak repair

A plastic pipe leading exiting from my house to a sleepout has a small leak and is spraying a fine mist of water just where there is a clamp. Either the clamp is weak and not doing its job or there is a small crack in the pipe.The leak is at just about where the pipe has been concreted over as it exits from under the house
