Drain laying around home.

Our property in Maeroa sits slightly below the road & one of our neighbouring properties. Rainwater is pooling around the house, drive way, around the deck & could be washing away the ground under our garage with the heavy rain from last winter. Both of our soak holes are clogged up with dirt, so it's probably best to find a better solution? Our house is 90sqm & situated next to a gully. Not sure how many meters of drainage is required? Can measure if necessary?
