Water pressure and hot water cylinder overflow

Cold water pressure seems very high/powerfull with hot water at low pressure Concern is really the amount of water overflow from the cylinder overflow located on the roof If we can get the cold water pressure down a bit and the hotwater slightly stronger that be great.
