Hot water

Hi there, When we open our tap on cold, it first comes out really hot and then goes to cold. Also our power bill shows controlled power really high, which is referring to our hot water usage. However we don't actually use much so I'm wondering if is happening because of the above. Also when we shower the hot water is like warm its not as hot as it used to be. So we just need some help with a few things.
