warm water coming out of cold water tap

when we open tap on cold side the water coming out is warm. also the washing machine appears to be drawing out warm/hot water but the plumbing for washing machine is only connected to cold water . also i noticed that the hot water finishes quite quickly and the pump which feed water to the cylinder is on most of the time .
