Fix a leaking pipe outside

I have a pipe that keeps bursting outside (watering garden area). I have had this fixed prior but the chap that fixed it said the pipe may need to be replaced in the future as it may burst again (which it has) as it's a plastic pipe (measures around 10cm in length) I need this fixed permanently at a reasonable price.
