Toilet water cylinder leaking

Old fashioned toilet with water cylinder leaking from both the tap and the underside of the cylinder itself - dripping increasing daily. The water does not come up to where it usually would even once the toilet is flushed. I have tried a couple of things around the ball but no success. I would value a plumber to see if it is fixable or if i need a new toilet installed - many thanks
