Hot water cylinder header tank overflow

I need a plumber to fix the water overflow issue at my rental property in Shirley. We found the water flow out of the overflow pipe continuously. No flooding or anything like that. The water just flow down the drain. It looks like the hot water cylinder header tank is continuously overflowing but it could be something else. Unsure how long it has been like this. The reason I am looking into this problem is because I received the bill from the City Council for the excess water usage. If anyone can help please contact me on --- . Thank you Pirawun
