Problem wiith the hot water continues to overflow to the roof

Hot water continues to overflow to the roof coming from the water hot cyliner even nobody's using the hot water. Some plumber we ask before they said its not normal to continuously overflow the water from the hot cylinder going to the roof, and they said maybe the problem will be from the valve. We need to fix it as soon as possible as our electric bill goes high since they start to overflow the hot water.
