No water flow through hot taps

We are having problems with no water flowing in any of our hot taps occasionally. We have been putting all the tapes on at once to help clear the pipes whichusually works but yesterday after doing the twice, the water tank? in the roof sounds like it still running and has now been all night. Maybe the water tank is over flowing ? Not sure
