Leaking toilet cisterns

Several of the toilets in our house leak a small amount of water constantly which creates a noise and an increased water bill.. They have been looked at by a plumber but he didnt seem to know much about toilets. His description was they were old (house built in 2000), the internal mechanisms couldnt be changed and to change the toilets would require them being taken out from the wall and tiles sacrificed.... I woulp appreciate an opinion from someone who would seem to have more experience...
