Leaking pipe underground in garden

I have what I think must be an inlet pipe that has sprung a leak outside in the garden. I have dug down to the pipe and found the source, it is a hole/ gash in the pipe. The pipe feels like it is PVC or something similar, I can stop the leak by pressing my finger on it. I’m in a row of flats with shared water supply, so need to switch off at street. To fix will mean turning water off, draining hole, and then sealing pipe.
