Determine cause of mains water leak between connection point and water meter box

I have a water meter box just outside my property on a shared drive. The water meter box started filling up and overflowing with water a few days ago. I called the council and they investigated, but they won't fix it since the leak isn't within the meter box itself and is on private land between the connection point and the meter box. I need someone to determine where the leak is under the tar driveway (seems to be close to the water meter box), and what caused it for insurance purposes. The initial job will only be for finding leak and determining cause, but there may be some follow on work to remedy the leak and the drive way depending on what we find and whether the insurance will cover the work or not.
