Stormwater Pipe Jetting

I've noticed my throughout recent wet winter that my stormwater drainage was performing average. Subsequently, I have noticed the earthenware stormwater pipes are 1/2 to 3/4 full with dirt and roots. I am after a thorough clean out of the pipes to assist with drainage. Might as well perform a clean out of the stormwater system too for peace of mind. My toilet has backed up multiple times during winter.
