Water leak

The council has identified my property is using more than 3000 litres per day. I have turned the water off at the unit so there is no draw and monitored the metre further down the down the drive. The metre still moves fast which leads me to think the leak is under the drive or outside the unit. There also appears to be fresh water near where the water is turned off and on at the unit. Possiby leaking there.
