Unknown leak

I live in a block of semi detached houses and the water comes from the street through my property before splitting off in my back yard. For more than a month now we have heard a constant gurgling from the mains line. It’s not a leak within our home, nor next door. The third property won’t answer our letters so we are not sure. I need someone to who can inspect the main line or think of something that may be causing this. The meter out front is constantly ticking at a rate of a few litres a minute so there’s a fair bit of water somewhere.
