Leaking overflow pipe from hot water cylinder

Hot water cylinder overflow pipe has started dripping onto the roof and has gotten worse after recent windy nights. Appears to be coming from somewhere in the middle of the pipe above the roofline. Pipe also needs a new wire to restrain it in the wind (old one has broken) and probably needs to be lagged. House is going on the market next month so ideally need done this week or early next.
