Exterior (stormwater) drain blocked

I recently purchased a house and the exterior (stormwater I think?) drain which the spouting feeds into is blocked. There is no grate over it so I imagine it is heavily blocked with leaves etc. I have tried clearing myself and pulled a lot out but still blocked. I am also concerned that tree roots could be impacting it further down. I need to have the drain cleared and grill installed.
