Water overflowing from hot water cylinder.

Water is constantly flowing from the overflow pipe outside. It was an intermittent problem (every few weeks) but is now constant (for the past 2 days). I do not know where any stopcock valve is, so would not be able to offer much info on the plumbing system (we are tenants). The cylinder is in the roof.
