Toilet vent

I'm having issues with the water inside the toilet, at night the water goes to a really low level and the odours from the drain come into the house. I had a plumber take a look at it and he mentioned a vent should be placed. The toilet used to have his own vent but was removed after renovations you can still see the top part on the roof (before I bought the property). This only happens when my neighbours are out for over a week. Our drain systems may be connected. I need a drainlayer to come and asses the situation and provide a quote for the repairs.
