Repair or replace the hot water cylinder

We have problem with the water pressure (bathroom) in the rental property which is too low. One plumber suggested to repair and replace the pressure valves underneath and the other advised to replace the hot water cylinder to main pressure one as it's too old. Would like to have a third opinion and the quote for the job. Thanks.
