Reseal water overflow pipe that extends through roof

I have a unit on the second storey of a two storey block with a tile roof. The unit has a pipe (presumably water overflow pipe) within a wall that extends out through the roof. There are signs that water may be entering through a compromised seal around the pipe when there is a heavy rain or rain and strong wind. I would like the pipe to be resealed to prevent this. As this is waterproofing work, I am looking for a registered roofer or plumber for the work.
