Toilet leak

I have noticed the water mains meter (shared with 2 other units) has been slowly running while no one is using any water. My tenant has put some blue food colouring in the toilet tank and after 30 mins there was a small amount of food colouring in the bowl (pic attached) so guessing this is the cause of it. I would like to have the toilet leak fixed and if this doesn't fix the water mains meter issue then check over the rest of my unit only. Please provide your costings to fix and when you could look at. Thanks
