Swampy garden - neighbors driveway discharge

Hi, the garden in my property recieves a lot of water overflow from the neighbors driveway, It is a steep driveway with 4 houses on it and storm water discharges into my garden, I am keen to have a registered drainlayer assess what is required to divert the runoff from this to the stormwater drains and get some advice on who owns the responsibility of this. Regardless, it needs to be resolved. There is a storm water drain in my backyard about 10 meters from where the water is being dispersed.
