Create drain to control floodwater

Good afternoon, I am in Ellerslie and am looking for a drainlayer to install a drain to prevent floodwater pouring off a slightly elevated lawn area onto the front terrace and entering the house. This has been narrowly averted this morning. Photos show flooded terrace, suggested site of drain ( in lawn along RHS of path) and location of existing soak pit - circular area with no grass beside carport).
