Leaky laundry tap and deteriorating exterior pipe

I have a leaky tap in the laundry sink, it's the tap/faucet that sits on top of the cold tap on the left. photo attached. It has been turned off as hard as we possibly can but is still leaking fairly consistently. I'd say it's been going on for a couple of weeks? I'm not sure if this is fixable nor what is needed... if part of it can be replaced/adjusted, or if the entire tap (including the main cold tap) need replacing or something else entirely. Unrelated, but figured I'd include it in this job as it's been sitting in my "to do, but not so urgent" pile for some time. The exterior pipe for the bathroom plumbing is disintegrating, again, photo attached. I don't know if the hole in it was specifically created to clear a blockage once upon a time or if it is wear/tear/decay. I imagine it's the latter. It doesn't cause an issue currently because of where the hole is, but I imagine it may be worth putting a new section of pipe on? I'm open to hearing the best solution! I work from home full time so very flexible with time to come check out the job and do work. Understand it's xmas so it may not be able to be looked at until the new year. Neither job is particularly urgent. The leaky tap makes for an expensive water bill but apart from that, there's no other inconvenience either job is causing.
