Unblocking a toilet

We have a toilet which occasionally gets blocked, with water coming up almost till the toilet seat, we have tried pushing a hose pipe & coat hanger etc down the toilet, but now looking for a permanent solution, we have had this issue one or two times since we build the house 3 years ago ! No issues with the rest of the toilets in the house except for this ground floor toilet, Requesting your help
