Leaking taps

We've moved into a place that wasn't lived in for a year. We have leaking taps in both the kitchen and the laundry. The kitchen tap doesn't want to tighten up. The tap itself has come off completely and we've put it back on but at least half of the flow of water comes out the wrong spot. The laundry taps are covered in old towels and looks like it's been constantly dripping as well. We'd love for someone to come out and take a look at the issue for us.
