skim coat over old gib board; hallway and bedroom

1960's house and we've removed the old wallpaper however some of the plasteroard paper has also come down with it so it is a bit patchy and plaster is showing in some places. need to get surface back to ready to paint spec or need to know if not possible and remove old plaster to re-line with new Gib.
