Single Bedroom - wall needs a tidy up looking pretty blah

I have a single bedroom. 1950s home, so the walls looking a little lumpy possibly from the prior wall paper under the paint job. Might need a little skim coat or a good paint job might cover it up, not sure. The ceiling has movement cracks aswell. Looking for either just plastering touch ups for and Painter
