Skimming of walls.

Hi, I have stripped the wallpaper of 3 rooms in my house, probably built in the 70's. The lounge-dining area has pelmets. The other rooms are the hall, a small bathroom and maybe the toilet. The wallpaper has not come of smoothly, particularly in the lounge area. I would ideally like to be able to paint the surface if possible. Many thanks. Alison.
