Prepare gib for paint - small bedroom

I have a small bedroom that needs the gib prepared for paint. The room had wallpaper which has now been removed. There is already some gib stopping done but probably not up to standard for a good paint finish. There is some overspray already on the gib which looks like it was from painting spraying the skirting. Some of the thin layers of plaster have come off when the wallpaper was removed. Room measures 3.97m x 2.72 Height of wall is 2.32m There are 2 power points in the wall, 1 light switch and 1 aerial plug in the room.
