Peeling paint and mould repair (water damage)

Kia ora, I’m looking for a builder (ideally someone who can also identify the underlying issue causing the damage) to repair some damage to an interior wall. It appears that water may be getting in from outside, as it looks like water is running from the ceiling, down the wall and onto the floor. The paint is peeling and there is mould growing. There is some minor damage to the floor but not major. For this reason I’d like the issue to be fixed as soon as possible.
