Fix towel rail and fix the holes

My son thought it was a good idea to stand on the towel rail and it has been ripped from the wall but still hanging there. Not sure if I need an electrician or a builder or both. Dependent on the advice of the worker - Need the towel rail removed and holes fixed in the wall or holes fixed and the towel rail refixed to the wall. Will submit photos No set time frame
